Leisure Hub accessibility statement

This statement applies to the content and functionality of Leisure Hub, a web-based application used by Bradford Council providing membership and booking services for our facilities.

The Leisure Hub website is provided by an external supplier, XN Leisure.

We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • Resize to the size of your window, and display a readable text size whichever device you are using (the display of all content is optimised for all screen sizes)
  • navigate most of the website using just a keyboard
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

How accessible this website is

We know some parts of this website aren’t fully accessible:

  • Users of JAWS and Dragon Naturally Speaking are unable to complete a journey involving the purchasing of an item
  • There are issues with the focus order of the website
  • User not informed when an item added to basket
  • Download links not announced to users
  • Notification and Basket buttons not correctly announcing to users

Technical information about the Leisure Hub's accessibility

Bradford Council is committed to making its websites accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

The Leisure Hub is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances and exemptions listed below.

Non-accessible content

Non-compliance with the accessibility regulations

Issues with text

Multiple instances of identical link and buttons text on My Bookings, Make Booking, My Payments and Purchase Membership pages.

  • Page code indicates that fieldset elements lack legends elements. This fails the WCAG 2.2 success criterion 1.1.1 (non-text content).
  • No text descriptions on links in ‘My Documents’ page. This fails the WCAG 2.2 success criterion 1.1.1 (non-text content).
  • Some form fields lack an associated label on the ‘My Details’ page. This fails the WCAG 2.2 success criterion 1.1.1 (non-text content).
  • Empty table headers in several data tables. This issue fails the WCAG 2.2 success criterion 1.3.1 (info and relationships).

We plan to fix these issues by September 2025.

Issues with interactive tools and transactions

  • Checkboxes and overlay close buttons on ‘Induction and Terms and Conditions’ pages, and selectable fields on ‘My Details’ page cannot be focused or interacted when using keyboard only. This fail the WCAG 2.2 success criterion 2.1.1 Keyboard.
  • Closing overlay resets User Focus to top of page when closing any overlay on ‘Purchase Membership’ page. This fail the WCAG 2.2 success criterion 2.4.3 Focus Order.
  • It is not possible to dismiss the Leisure Hub's basket overlay without moving the cursor. This fails the WCAG 2.2 success criterion 2.5.1 and 2.5.2 (Pointer Gestures and Pointer Cancellation).
  • Elements across the Leisure Hub are unable to support interaction using any known voice command when using Dragon Naturally Speaking. Issues related with JAWS and Dragon Naturally Speaking will be refined and potential solutions will be addressed.

Other accessibility issues

  • The Leisure Hub's cookie notice is not the first element in the focus order. This fail the WCAG 2.2 success criterion 2.4.3 Focus Order.
  • Webpage timeout is not adjustable and has no warning. This fails the WCAG 2.2 success criterion 2.2.1 (Timing Adjustable).

We plan to fix the issues by September 2025.

Disproportionate burden

At the moment there are no issues considered a disproportionate burden, but another assessment will be performed by September 2025.

Content that's not within the scope of the accessibility regulations

Some PDFs in our system are uploaded to the system by customers for H&C Statement and Terms and Conditions. These files are optional and therefore we do not plan to fix them.

We do not plan to add captions to any live video stream published because live videos are exempt from meeting the accessibility regulations.

What we're doing to improve accessibility

We will work with XN Leisure to improve the accessibility of the Leisure Hub.

Preparation of this accessibility statement

This statement was prepared on 5 October 2022. It was last updated on 4 July 2025.

The main leisure hub platform, available at leisurehub.bradford.gov.uk, was last tested in June 2022. The test was carried out by XH Leisure. Other tests were performed by external software testing and quality assurance companies.

The testing consisted of a full accessibility review of the site against WCAG 2.2 Level A and AA criteria with the test conducted against 18 page templates, and user journeys with some different assistive technologies to make a booking, cancel a booking, and view further details about memberships.
