Renew your hackney carriage driver licence

Overview

You have received an email from the service advising you that your current Hackney Carriage driver licence (badge) will expire in approximately 6 weeks time and you have followed the link on that email to this page.

In the email will be a unique reference code that you will be asked for when using the renewal form. Please do not share this code with any other person, it is unique to you. If anyone else uses it they will see your personal data.

Please read the information below before you begin your renewal application using the links at the bottom of this page.

Before you start

Please ensure you read the information below and the supporting guidance web page before beginning your renewal application:

  • Payment: A non-refundable fee is required. Please have a valid credit or debit card ready
  • DBS Update Service: You must be subscribed to the Update Service. If not, contact us immediately so we can assist with a new DBS
  • Licence History: Declare any previous Hackney Carriage or Private Hire licence revocations, refusals or suspensions from other licensing authorities
  • Tax Check Code: You must provide a 9-character code from HMRC. Select “Driver of private hire vehicles” when generating it. Without this, we cannot process your application, and your current licence may expire
  • Application Session: The form must be completed in one session. You cannot save and return later
  • Email Communication: We may request additional information via email. Please respond promptly to avoid delays
  • Finish Button: Make sure to click the Finish button at the end of the application.

Please ensure you select the correct licence length you wish to apply for. Once an application has been submitted, this cannot be changed.

Online driver modular training

We no longer offer driver training face to face. We have now moved to an online e-learning platform called OpenELMS.

If your driver modular training has expired, you will have received an email invitation to complete your online driver modular training via OpenELMS 3 months before your current licence expiry date. This email also contains a quick start guide to assist you with logging in and completing your training.

Please note: your OpenELMS invitation will be sent from the following email address, please add it to your safe sender list: Do_Not_Reply_Bradford_Taxi_E-learning@learning.openelms.com If your driver training has expired, it is important you complete all required training as soon as possible.
We will not be able to complete your renewal until you have provided the following certificates to us:

  • Driver Modular Training
  • CSE and Safeguarding Training

Service Level Agreement – Driver Renewals

You can view our service level agreement for driver renewal applications here which was previously agreed with the licensed trade in November 2020.

How do I check if my DBS Certificate is subscribed to the DBS Update Service?

What you’ll need before you begin:

  • Your DBS Certificate number (Found at the top-right hand corner of your DBS Certificate
  • Your DBS Update Service ID number (Always starts with the letter “E” and is provided at the point you started your subscription)
  • Access to the DBS Update Service website


Step 1 – Visit the DBS Update Service website
Step 2 – Login to your DBS Update Service account, using your DBS Update Service ID number and date of birth
Step 3 – Your active subscriptions will be displayed on your home screen, alongside renewal dates.

Your DBS Certificate number should be displayed next to your active subscription.

Please note: the Licensing Service does not store your DBS Update Service ID number as this is provided to you when you first subscribed.

Please note: due to GDPR restrictions, the Licensing Service is unable to contact the DBS Service on your behalf.

You will be asked to confirm your identity when contacting the DBS Service.

My DBS has fallen offline, what do I do?

We will complete a DBS check when your application is allocated to a Licensing Officer. If your DBS has fallen offline, we will contact you with further instruction on how to complete a new DBS application.

Please do not delay submitting your application to allow ample time for the new application to be processed.

We will be unable to issue your renewal licence until we confirm you hold an Enhanced DBS Certificate that has an active subscription to the DBS update service.

How do I provide my Modular Training Certificates to the Licensing Service?

Once your application has been assigned to a Licensing Officer, you will receive a link where you can upload your documents.

Using this link, you can upload both your Modular Training and CSE/ Safeguarding certificates.
If you have not received your document upload link but have completed your training, please email taxi.testing@bradford.gov.uk, quoting your full name and badge number.

Why has Modular Training moved online?

Offering driver training via an online e-learning platform has several benefits for licence holders:

  • Driver training can be completed online via OpenELMS 24 hours a day, 7 days a week. You can complete training at any time that suits you, around your schedule.
  • No more waiting for face-to-face appointments
  • Additional learning – once you complete your modular training, our library of learning will be become available on your OpenELMS account. All additional learning found here is free and covers various topics useful to the licensed trade.
  • Accessibility – you can complete your training anywhere with an internet connection

Wheelchair Training – What you need to know

You must complete both the online “theory” course before we can book you onto our in-person assessment. See below for guidance on the steps you needed to complete your wheelchair training:

Step 1 – Complete your online theory wheelchair training via OpenELMS.
Step 2 – Send your OpenELMS wheelchair certificate to us via the secure link provided to you via email.
Step 3 – Once we have received this, we will book you onto the next available practical wheelchair session.
Step 4 – Attend your practical in-person session, where you will be assessed on your knowledge and will be asked to demonstrate your confidence and ability in regard to safely handling wheelchair customers.
Step 5 – If successful, you will be provided with a Wheelchair Course pass certificate via email. We will update your training records, and your training will be valid for 3 years from date of completion.

Why is wheelchair training split between online e-learning and face to face?

To ensure all drivers have the same prerequisite knowledge, we have moved all theory regarding wheelchair training to OpenELMS. This ensures that all drivers who attend share the same base knowledge before the practical, in-person assessment.

How much does it cost to complete the Wheelchair Training Course?

We do not charge for Wheelchair Training – it is completely free to complete the online e-learning theory module and the in-person assessment.

I haven’t received an OpenELMS Invitation via email?

Our team will check your training record once you have submitted your application. If your training has expired and you have not accessed OpenELMS, we will resend your invitation email, alongside a secure link to upload your certificates.
